その後、「決定までどれくらい時間がかかりますか」「雇用主もおよそどのくらいの期間が必要なのか聞いてきています」と、ロンドンの移民局にメール攻撃をかけていたワタシ。
「担当のビザ・オフィサーが決まったら、オフィサー自身から連絡がいくので、もう少し辛抱して下さい」と返事があった・・・のは3月20日と30日。
主申請者のジョブ・オファーではなかったので、優先的に審査をしてもらえるのかどうか微妙だったのだが、受付係の口ぶりからすると、主申請者（ワタシ）とオマケ（夫）を交換するのが手っ取り早そうだということだった。
かくして4月2日、担当官から初めてのメールが来た。
「はじめまして、私があなた方の担当官です。これから審査を始めます」とのこと。おお！順番待ちは終わったのだ。夫のジョブ・オファーのお陰で、一気に審査に入れるのだ。
「一番簡単なのは、旦那様を主申請者に換えてしまうことでしょう。それでいけるかどうか、これから検討してみます。その際、追加で必要な書類が出てくると思うので追って連絡します」
そんなことができるんかいな。
しかも私が主申請者になったのは、私の方が職歴ポイントが高かったから。夫を主申請者にしてしまうと、何かと不都合があるのでは？
と思っていたが、昨日担当官から「主申請者を変更しました」とメールが来た。新しい申請番号を得たが、追加料金は不要とのこと。
そして、次の書類を追加で受け取り次第、最終決定を下すとのことだった。
①ジョブ・オファー書類のオリジナル
②日本語の出生証明および婚姻証明のオリジナル（翻訳不要）
③夫婦関係を証明する書類を追加で３～４点
①は問題なし。
②は、つまり戸籍謄本だ。手元にある（以前在英日本領事館に英文の出生証明と婚姻証明を作成してもらった際に領事館へ提出した戸籍謄本は領事館が保管しているので、日付などがまったく同じものではないが・・・）。
③は、2008年9月と11月付けの共同名義の銀行口座残高案内を提出していたのだが、「最低12ヶ月のstableでgenuineな夫婦関係」を証明するため、他の月に発行されたものを３～４点提出し、全部で12ヶ月になるようにして欲しいとのことだった。
口座残高案内の2007年12月、2008年3月、2008年5月分があったので、まずはそれ。
ここに引っ越してきた際の、2007年11月付けTenancy agreementがあったのでそれも使えるだろう。テナントの名前は夫婦両名になっている。
家族間のコミットメントを証明する（できるのか？）のに、Family Railcardも使えそうだ。2008年12月発行。夫婦両名の記載になっている（相変わらず夫の姓のスペルが間違ってるんだけど・・・）。
2007年12月、NHS（国民医療保険）から保険証を受け取ったので、それも出してみる。家族全員バラバラのカードなのだが、住所の証明にはなる。
他にも何か夫婦の名がいっぺんに出てくる公的書類が何かないものか・・・・・と書類入れをあさっていたら、「そうそう、自動車保険があるじゃないの！」と気付く。2007年12月末に契約した自動車保険の保険証には、契約者と被保険者の欄に私と夫の名が記載されている。これはよさそうだ。
担当官に念のため「こんなもんを提出しようと思てるねんけど、ええかしらん？」とメールを送る。「ええよ」との返事だったので、本日早速「オリジナルを送るように」と指定されたもの以外は全てコピーを取り、solicitorのところへ持っていき、certifyしてもらった（しめて￡8。以前はこの量だったら￡5だったのに）。
書類を全てそろえ、町の郵便局からロンドンの移民局事務所へSpecial deliveryで送付。Next working dayということで、書類が先方へ届くのは来週月曜日である。
「will be able to make the final decision, soon after I receive the following」とのことだが、この内容の書類の提出を要求された後には、「追加書類の内容が満足なものであれば、residence visaを出せるわよ」と言っているように聞こえる。
いかんいかん。
奈落の底に突き落とされるのは嫌だ。希望的楽観は避けるようにしなければいけない。WTRビザになっちゃったらャだな・・・。
I had been contacting the London office every now and then to see how long it would seem to take until the decision as my husband's future employer was also concerned about it.
They have been alwasy responsive but we had to wait until they assign a case officer to our application. I've got similar replies from the London office on 20th and 30th March.
It was a job offer not of the main applicant therefore we weren't sure if that would fast-track our application. But the lady who had been replying my emails mentioned once about switching the main applicant to my husband in order to work the way out.
After waiting for a while, we've got the 1st email from our case officer on 2nd April, telling that she'd start assessing our case finally. As the other lady from the London office mentioned, the case officer also believed that switching the main applicant should be the easiest way to deal with our case. She promised to contact us again after she assesses the possibility of switching my husband as the main applicant.
We had decided to put me as the main applicant as I could gain more points as I had a longer work experience in my industry. We were a bit worried if by switching the main applicant we might not have enough points to get the residence visa.
Afterall, the case officer contacted us yesterday to let us know that by receiving the following documents in addition, she could soon make the final decision.
1) Original documents of the job offer
2) Original and untraslated Japanese marriage and birth certificates
3) More evidence of genuine and stable relationship
1)....easy peasy.
2)....meaning "Koseki", our all-in-one multi-purpose certificate. I always have copies of them.
3)....the case officer wanted to see more evidences to cover the 12 months of 2008. Chose 3 more joint bank statement, the tenancy agreement which have both our names, the Family Railcard which also bears both names, the NHS cards received in December 2007, and also the motor insurance certificate December 2007 which have our names as the policy holder and the named driver.
Got all the (3) documents certified from a solicitor in town, and sent all the documents by Special Delivery to the London office.
The documents will arrive to the case officer on Monday.
The email she sent us really sounded as if she was ready to give us the residence visa if the documents she'd received were satisfactory.
Fingers & toes crossed...
